President
Gene Bailey

Gene currently serves as President of the Fredericksburg Regional Alliance, a position he has held since April 1, 2000. He has conducted 31 international market missions since 1991, which focused on England, Europe, the Middle East, North Africa, the Caribbean, and the Pacific Rim including extensive travel in Japan, South Korea, Hong Kong, Taiwan with a focus on Mainland China. He also serves as the chief fundraiser for the Fredericksburg Regional Alliance, a public-private partnership, where he has helped raise over $8 million to promote regional economic development.

During his career, he has served as:

-A member of President Ronald Reagan’s administration where he administrated federal regulatory policy over twelve southern states.

-A member of President George W. Bush’s sub-cabinet (1989-1993) where he was confirmed by the U.S. Senate as an Assistant Secretary for Legislative Affairs.

-A Senior Lobbyist for the National Cotton Council of America in Washington, D.C.

-A U.S. Delegate in 1991 to International Trade Negotiations in Brussels.

-Chief of Staff to a member of Congress.

-Assistant County Administrator for Economic Development in Stafford County, Virginia.

Gene has a Master’s Degree in Public Administration from George Mason University in Fairfax and a B.S. degree from James Madison University. He has extensive experience in legislative, public affairs, and international protocol gained during his 17 years in various positions in Washington, D.C. He also holds Professional Certification from the International Economic Development Council. He is long-time resident of the Fredericksburg Region where he, his wife, Linda, and two children currently reside.

Manager, Strategic Initiatives and Technology
Todd Gillingham

Todd began his role at the Fredericksburg Regional Alliance as the Administrative Assistant on December 1, 2005. After learning the day-to-day activities of the Alliance and becoming more “hands on” with project management, he was promoted to and currently serves as Manager of Strategic Initiatives and Technology. Working closely with brokers and various other potential prospects, Todd works to achieve a goal of positively representing the Fredericksburg Region as an emerging employment center. He has experience in international travel and has a moderate understanding of the German language.

While maintaining the various duties of his position, Todd still manages the daily operations and communications. Todd is also well versed in technology, serving as the in-house technician for the Alliance. Todd is currently pursuing a Bachelor’s Degree in Public Administration/Economics.

Manager, Marketing and Global Business Development
E. Linwood Thomas IV Linwood began his role at the Fredericksburg Regional Alliance on September 15, 2008. He currently serves as the Manager of Marketing and Global Business Development. He has a B.A. degree from George Mason University in Public Relations with a minor in Business Management. Linwood is also a lifelong resident of the Fredericksburg Region. Linwood comes from SunTrust Bank where he was a Senior Loan Consultant for the last four years. He has extensive experience in a highly competitive sales environment where cultivating relationships with corporate business executives was essential toward his success. Linwood has traveled extensively in Europe and is proficient in Spanish. Locally, he is a member of the Fredericksburg Rotary Club.
