The son an U. S. Air force officer, Billy moved numerous times as a youth. Following graduation from The Citadel in 1971, Billy moved to Houston to work in the treasurer’s department of a diversified holding company.
His banking career began in 1973 with Capital Bank (later part of Mercantile Bankshares - Dallas). During his varied career, Billy worked as commercial credit analyst, professional and executive lender and correspondent banker. Unable to fulfill his entrepreneurial spirit in a large organization, Billy became president of a small community bank in Houston in 1983. In 1985, he was the founding president of a de novo charter in Garland, TX.
In 1989 the opportunity to return to his family’s home in Virginia occurred, when he was named a Vice President of Union Bank & Trust in Bowling Green, Virginia. In 1991, Billy was promoted to president of Union Bank & Trust Company, which had $200 million in assets at that time.
Under his leadership Union Bank & Trust became the lead bank of Union Bankshares Corporation. As a result of his vision, Union Bankshares has grown to $2.2 billion in assets since its formation in 1993. Union Bankshares has five community banks, Union Mortgage Group and Union Investment Services, as well as, minority interest in insurance and title insurance agencies.
Growing up in a family that operated a small textile business and working farm, Joe Greene learned that hard work is the foundation for success. After graduating from Western Carolina University with a degree in Industrial Technology, Joe managed several manufacturing plants in the Carolinas before settling in Fredericksburg in 1980 where he opened Mid-Atlantic Foam.
Under his leadership Mid-Atlantic Foam has grown from a manufacturer of a single type of insulation to a distributor of multiple lines of insulation throughout the entire mid-Atlantic region. The company has continued to explore new markets and recently added several product offerings, including a patented process to insulate vinyl siding and insulating forms to construct concrete buildings. Mid-Atlantic Foam now operates manufacturing facilities in Fredericksburg and Winchester Virginia.
In addition to his responsibilities as President and CEO, Joe is a strong supporter of local business and strategic regional growth. As a member of the Board of Directors of the Fredericksburg Regional Alliance, Joe has served as Chairman of the Finance Committee and is currently serving as Vice-Chair. He has also served on the Chamber of Commerce Board of Directors in a variety of roles, including a term as Chairman.
Joe and his wife Gail live in Stafford County where they raised their two daughters. They are now the proud grandparents of four grandchildren.
Kent is a native of Caroline County, Virginia, and grew up in the utility industry. His father, Billy Farmer, was a manager for the local telephone company for many years.
Kent received his Bachelor of Science degree in Business Management from Radford College (now Radford University) in 1979, and in 1987 he received his Bachelor of Liberal Studies Degree in Accounting and Finance from Mary Washington College (now the University of Mary Washington) in Fredericksburg, Virginia.
He began his career with the Cooperative in November 1979 as a Management Trainee. In August of 1987 he became Manager of Accounting, and in March of 1990 he was named Vice President of Administration and Finance. In January of 1999 he was appointed Vice President and Chief Operating Officer. Upon the retirement of Cecil E. Viverette, Jr., as of January 31, 2004, the Board of Directors appointed Kent to the position of President and Chief Executive Officer.
As CEO of Rappahannock Electric Cooperative, Kent serves as a board member of Old Dominion Electric Cooperative, (a generation and transmission cooperative), as well as the Virginia, Maryland & Delaware Association of Electric Cooperatives. Kent currently serves on the board of the Fredericksburg Regional Alliance and is a member of the Fredericksburg Kiwanis Club. He also serves on the board of directors of the Germanna Community College Educational Foundation. He is a former board member of the Rappahannock United Way where he also served as board president, campaign chair, and treasurer.

A Fredericksburg native, Councilor Mary Katherine Greenlaw has been active in numerous city and regional civic endeavors for many years. She served on the Fredericksburg Planning Commission for eight years. She was also the planning commission’s representative on the JumpStart initiative of the city’s Economic Development Authority. In addition, she represented the Planning commission in developing the revision of the Historic District Ordinance and on city council’s Riverfront Commission.
A former Chair of MediCorp Health System, she is currently Vice Chair of the Mary Washington Hospital Foundation. She is a former board member of the Thurman Brisben Center and a founding member of the Fredericksburg Festival of the Arts. She also serves on the Bragg Hill Family Life Center Development Committee.
Mary Katherine’s career experience includes owning the Houston School of Dance and teaching in the Fredericksburg and Prince William County Schools. She and her husband Wilson Greenlaw, owned and operated Park Farm and Greenlaw’s Beef in Stafford County. She is currently affiliated with Thalhimer/Cushman Wakefield in commercial real estate as landlord representative and investment sales broker.
Her avocation is liturgical dance and she is a member of the Sacred Dance Ensemble of Fredericksburg. She is immediate Past President of the Sacred Dance Guild International.
Mary Katherine’s honors include Volunteer of the Year by the Pratt Mental Health Association, serving on the USS Chancellorsville Commissioning Committee and being named a Woman of Distinction by the Girl Scout Commonwealth Council.
Joe first began his professional career in 1971 with the United States Navy as an Electronic Warfare Specialist. After 9 years of honorable service, Joe left the Navy to spend time with his young family. He then worked with various technology companies before starting work with Planning Consultants, Incorporated in 1985. Joe retired as President from Planning Consultants, Inc. in 2006 and began a new career as an Independent Consultant. He is currently President of Joetech, LLC.
Joe has held many positions within local government beginning in 1992 as a Member of the King George Planning Commission. He is currently serving his 13th year with the King George County Board of Supervisors representing the James Madison District.
Joe holds a seat on the Fredericksburg Regional Alliance Board of Directors representing King George County. He also was involved with the initial development plan on what was to become the Fredericksburg Regional Alliance in 1996.
Gary Jackson, age 50, resides in Spotsylvania County, Virgina, with his wife and two sons. Mr. Jackson graduated from Middle Tennessee State University in 1978 and received his J.D. from Memphis State University in 1982. Mr. Jackson is employed as Legal Counsel for the Federal Deposit Insurance Corporation in Washington, D.C. He is a member of the bar in Tennessee, Maryland, and Indiana.
In 2003, Mr. Jackson was re-elected to a 2nd four-year term on the Spotsylvania County Board of Supervisors. He also serves on the Board of Directors for the Fredericksburg Regional Alliance, the Rappahannock Area Agency on Aging, and he is a member of the Virginia Citizens Planning Association, The Spotsylvania Battlefield Education Association, and The Spotsylvania Preservation Foundation. He has served on the Board of Trustees for the Central Rappahannock Regional Library, and as a member of the Rappahannock River Basin Commission, the First Congressional District BRAC Task Force, the Fredericksburg Area Tourism Task Force, and the Spotsylvania County Planning Commission.
Mr. Rankin began his professional career at the Forbes Health System, in Pittsburgh Pennsylvania where he served his Administrative Residency. After the completion of his residency, he was appointed to the position of Assistant to the Medical Director and later he served as an Assistant Administrator at Forbes Regional Health Center. In 1981, Mr. Rankin was appointed an Associate Vice President of Allegheny General Hospital, a large academic medical center, in Pittsburgh, Pennsylvania. Mr. Rankin was promoted to Vice-President in 1986 and Senior Vice President in 1989. In 1992, Mr. Rankin was appointed President of Mary Washington Hospital, located in Fredericksburg, Virginia. In 1995, he was promoted to and continues to serve as President and Chief Executive Officer of MediCorp Health System, the parent company that owns and operates Mary Washington Hospital.
Mr. Rankin is a Past-President of the Rappahannock Area United Way. He was Chairman for the 1996 United Way annual campaign. He continues to serve on the United Way’s Board of Directors. Mr. Rankin has also served on the Board of Directors of the Fredericksburg Regional Chamber of Commerce. He served as the Chairman of the Board of the Chamber of Commerce in 2000. Mr. Rankin is also involved in Economic Development activities in the region, including serving on the Board of Directors of the Fredericksburg Regional Alliance, a public-private partnership. Mr. Rankin also served for ten years on the Board of Directors of Rappahannock Goodwill Industries.
Mike began his real estate development career in 1976 in Anchorage, Alaska. In 1987, having relocated to Virginia, Mike formed Tricord and began developing in the Fredericksburg area. Tricord, the leading residential developer in the Fredericksburg region, employs over 225 people and they have successfully completed 27 residential communities and are currently developing an additional 7 projects.
Tricord received the Builder of the Year Award in 200and was named Simply the Best builder as voted by the Free Lance Star readers in 2002. In 2005, Tricord received the Preservation Legacy Award from the Civil War Preservation Trust for its role in preserving the site of the first day of fighting at the Battle of Chancellorsville. In 2006, Tricord played a key role in the preservation of Slaughter Pen battlefield, a key portion of the 1862 Battle of Fredericksburg.
In his role as Acting President for the University of Mary Washington, he works with a highly experienced core group of vice presidents who are each responsible for specific departments and program areas across both campuses. He will continue to manage his previous responsibilities as Vice President for Administration, Finance, and Legislative Affairs while overseeing community relations and all business aspects of the University.
Thomas R. Sandlin has over 20 years of extensive corporate service and development experience for such companies as MCI, Mobil, Intelsat, Nextel (Sprint), Hughes, National Association of Securities Dealers, and various Federal Government agencies, where he managed and executed complex projects consisting of strategic planning/consulting, development, acquisition, restructuring, financing, and disposition. Tom’s individual project experience range up to 1,000,000 square feet in size, in addition to creating and planning development projects totaling over 4,000,000 square feet and 3,000 residential units.
